Chuck, seeing that you are more knowledgeable at shorthand than I, I post these questions.
1. Can I phrase “is he” the same outline as “see”?
2. Do you phrase “is he”?

The Gregg Group was founded 22 May 2004, prompted by the lack of online shorthand resources. As the primary use for shorthand — business and legal recording — has waned in recent decades, we generally acclaim the skill as a hobby or personal tool. The purpose of the group is to promote the use of Gregg systems of shorthand by providing advice to beginners, support for students, and an association of users of this efficient, attractive, and enjoyable method of writing.

No, I don't phrase "is he" (although I phrase "he is"). I write the s (for "is") and join the e (of "he") with the next word if it is a verb.
Chuck, Thanks for your promptness. – Mike
Not a problem; glad I can be of help.
