Outline Position

In the Simplified Manual (2nd ed.) it appears that the ngk stroke in the word ink extends below the line of writing.  It is my understanding that the base of the first consonant in an outline, not counting the first s, is supposed to be on the line of writing.  Is the base of the ngk stroke the left end of the stroke or is it the lowest point of the stroke as it seems to be with most consonants?  Should the ngk stroke indeed extend below the line of writing?
